Reed Dils, 60 of Buena Vista, was appointed to the Colorado Water Conservation Board Monday by Gov. Bill Ritter. Dils helped create Arkansas Headwaters Recreation Area, was named 2006 Outstanding Volunteer by Colorado Trout Unlimited and was recognized by numerous organizations for his work on the Arkansas River.
